I think 15 is probably a good level for a thriller although of course 12 would broaden your potential audience. I find the BBFC criteria quite vague at times and its sometimes interesting to look at specific examples- especially when there's been some kind of dispute between film maker and regulator!
From memory Woman in Black was one that the BBFC later admitted should have been a 15 and I remember hearing an interview with the maker of Made in Dagenham who was furious about being given a 15 rather than a 12. The justification seemed to be not the number of 'f' words but the fact that they were delivered in one short section of dialogue!
